Transforming the Estates through Collaboration

For two days in October (4 & 5), Manchester will once again host one of the UK's biggest events for healthcare Facilities and Estates management, focusing on energy and efficiency, hospital engineering, infection prevention, building and maintenance, mental health, design and more.

‘Transforming the Estates through Collaboration’ is the theme for the 2016 Healthcare Estates conference, which will focus on maximising NHS Estates and Facilities’ budgets through efficiencies in design, build, management and maintenance.

The programme focuses on three areas – Strategy, Engineering & Facilities Management and Design & Construction. A new session has also been announced for delegates looking at the hugely important area of Governance and Assurance and which will incorporate sessions on CQC preparedness.

Michael Bellas, Strategy Informatics and Assurance Lead, Estates and Facilities Efficiency Team for the Carter Improvement Programme in the Department of Health will provide an introduction, outlining the latest from the Carter initiative before handing over to Jacqui Grimwood, Estates and Facilities Development Manager with West Suffolk NHS Foundation Trust. Grimwood's session will outline the Trust’s multi-disciplinary approach to implementing the Premises Assurance Model in an NHS acute Trust. She will identify what worked well and the next steps the Trust will take to further improve the process.

Additional information will be shared about resources that the Eastern HefmA branch has developed to support Trusts within its region to implement PAM. The presentation will also outline work that branch members have undertaken to develop a peer review process to support Trusts in improving their PAM assessment and to share learning between organisations.

Robert Nettleton, Strategic Estates Adviser, Care Quality Commission & Strategic & Operational Estates will provide an update of CQC Estates Inspections, including an understanding of what is expected of NHS organisations and what can be done to prepare for CQC inspections, with a focus on compliance and PAM (Premises Assurance Model) assessments.

The Future of ERIC and the Estates and Facilities Dashboard will be scrutinised by Lee Dodsworth, Estates Officer, Newcastle Upon Tyne Hospitals NHS Foundation Trust and Michael Bellas. A qualified accountant, Bellas has been involved in Estates and Facilities policy for over 10 years and his current responsibilities include leading the development of ERIC and PAM as well as metric development for the Productivity and Efficiency Dashboard.

 

IHEEM & HefmA working together

Julian Amey, Chief Executive of IHEEM and Paul Fenton, National Chair of HefmA, will present a joint update on how IHEEM and HefmA are working together, particularly on the Carter project.

Amey comments: "We are delighted to be working with colleagues at HefmA to support Trusts throughout England in meeting the objectives of the strategic plans they are preparing in response to the Carter Report. By allying their branch networks and national and regional events IHEEM and HefmA are providing examples of good practice related to the Productivity and Efficiency Programme."

Paul Fenton, National Chair of HefmA, adds: "The partnership between HefmA and IHEEM has already reaped many benefits in delivery of the Lord Carter Productivity and Efficiency Programme and will continue to grown in strength and stature over the coming years. We are delighted to have formed this partnership which will greatly assist NHS Trusts and our joint members in fulfilling the challenges detailed within the report’s recommendations and ultimately improving the efficiency of clinical services for patients."

Two other key features of the collaboration include posting examples of good practice on the DHXchange portal and working together to present a proposal to the Department of Health on how to manage the development and updating of technical guidance.

The session takes place on Tuesday morning at 11.00am as part of the Strategy stream.   

 

Keynote Speakers

Two keynote speakers have been confirmed for Day One. Professor Timothy Evans, National Director for Clinical Productivity at the Department of Health will also take up the Carter PEP theme, discussing the clinical work he is leading and the model hospital. David Powell, Development Director of Alder Hey Children’s NHS Foundation Trust will talk about this landmark hospital, focusing on the efficiencies and savings that were made possible as a result of its design and construction.

Supporting the conference is the Healthcare Estates exhibition, featuring more than 200 exhibiting companies showcasing the latest products and services and nearly 40 ‘free’ presentations in five theatres on the exhibition floor.
